MLB Pipeline ranks the Cleveland Guardians #1 in pitching development.

I personally think Tampa Bay got snubbed a little bit in the rankings, but those voting on this poll are subject matter experts where I am not.
Jim Bowden from The Athletic ranked each team’s offseason. He gave the Guardians a optimistic B and predicted them to finish first in the division. Now, a lot of Cleveland fans (such as myself) may view this optimism as a harbinger of doom. In recent years, it seems like the team is fueled by spite and adversity. To be believed in by someone outside of Cleveland can be nothing short of a curse.
Arias is still lighting up winter ball and making a good case for his place on the Opening Day roster.
